PACT Partners Host Tour to Celebrate Construction Progress at Reid Park Rock
On November 14, BRP Companies and Fairstead, the partner team managing comprehensive renovations under the Permanent Affordability Commitment Together (PACT) program at Reid Apartments and Park Rock Consolidated, led a tour of the construction progress at Rutland Towers.
The Rutland Towers development is one of the 15 properties receiving improvements thanks to a $635.6 million PACT project in East Brooklyn. Under PACT, nearly 1,700 apartments will be fully rehabilitated for nearly 3,500 NYCHA residents living in the Reid Apartments consolidation, which includes Rutland Towers, and the Park Rock Consolidated bundle.
Leading the project is the PACT partner team composed of co-developers BRP Companies, Urbane, and Fairstead, which is overseeing day-to-day property management. To highlight the construction progress this fall, the partner team, NYCHA representatives, and several community and project stakeholders gathered for an on-site tour of one of the buildings at Rutland Towers, followed by a celebration with food and drinks.
During the walk-through, visitors had the opportunity to view some of the ongoing improvements firsthand, including a renovated apartment, new boiler room, lobby upgrades, and new mail room, as well as an upgraded communal space and new resident association office. Across the Reid and Park Rock project – consisting of 87 buildings throughout East Brooklyn – apartment kitchens and bathrooms will be fully renovated, buildings will receive facade repairs and new layered access systems, and common areas (including lobbies and outdoor spaces) will be upgraded extensively. The partner team has made significant progress on the comprehensive repairs and used the open house as an opportunity to commemorate one year of work since the developments converted to Project-Based Section 8.

Social services for the developments were expanded through a partnership with Black Veterans for Social Justice, which offers case management services to all households, including by supporting access to healthy food, employment opportunities, youth activities, and senior services. Black Veterans for Social Justice will host a turkey drive at Ocean Hill Apartments and Reid Apartments for Thanksgiving as part of their ongoing work to fight food insecurity for residents and the community.
