NYCHA’s Capital Projects Roundup: Fall 2025 

This fall, NYCHA’s Asset and Capital Management division (A&CM) completed a range of projects to improve services for residents, from new energy-efficient heating systems in the Bronx and elevator upgrades in Brooklyn to remodeled community center bathrooms in Queens and Manhattan and roofing repairs in Brooklyn. 

A&CM oversees a multi-billion-dollar capital projects portfolio funded with federal, State, and City investments. The division works to preserve and modernize public housing for NYCHA residents through professional design and construction services that are carried out efficiently and with the highest degree of safety and quality. 

With the start of heating season in October, A&CM marked the completion of comprehensive heating system improvements at Morris I and II Houses and Morrisania Houses in the Bronx. As part of the three projects totalling approximately $77.9 million, crews completed the installation of a new central heating plant with high-efficiency gas boilers and high-efficiency domestic hot water systems in 19 buildings at the developments, where more than 4,800 residents live. Work included the installation of new pumps and fan coils and the replacement of piping and valves. In addition, six high-efficiency boilers and associated equipment were installed in the boiler room of Building 10 at Morris I Houses. The three capital projects were supported with City and federal funding.

Also this fall, Brooklyn’s Atlantic Terminal (Site 4B) development – home to nearly 500 residents – received newly upgraded elevators, which were among 140 elevator replacement projects that have been completed across the five boroughs. The projects were made possible by $1.2 billion in funding that has been provided by New York State since 2019 for elevator and heating system upgrades as well as building façade renovations. The State funding is also supporting 111 elevator replacements currently under construction across NYCHA and 171 elevator replacements in design or procurement.  

The $4.1 million elevator project at Atlantic Terminal also received City and federal funding. Crews installed three modernized elevator cars at the Brooklyn development, along with new machine motors and cables, ADA-compliant sliding doors, car frames, flooring, and lighting to enhance safety and accessibility. Various electrical upgrades were also completed in addition to a two-way communication system for passenger safety and a remote elevator monitoring system.

In other neighborhoods, community centers at Woodside and Johnson Houses welcomed newly remodeled bathrooms this fall thanks to City and federally funded projects. The $805,000 project at the Woodside community center provided refurbished men’s, women’s, and staff bathrooms as well as a new ADA-compliant restroom. The bathroom areas received new finishes in addition to electrical and plumbing repairs.  

At the Ethel Battle Velez Community Center (formerly Johnson Community Center), the boys’ and girls’ bathrooms were upgraded to allow for the addition of men’s and women’s restrooms. The bathroom facilities were fully retrofitted with new finishes and fixtures through the approximately $2 million project, which received City funding from Councilmember Diana Ayala’s office as well as federal funds.

Elsewhere, approximately $6 million in roofing repairs were recently completed at Brooklyn’s Woodson Houses, where 450 residents live. The City and federally funded project included the installation of new structural features, bulkheads, beams, window openings, and insulation. Work also involved waterproofing, ventilation repairs, and new roof drains.
