NYCHA Solicits PACT Partners to Renovate 27 Developments
On December 23, NYCHA released a Request for Expressions of Interest (RFEI) soliciting proposals from potential PACT partners to address approximately $2.5 billion in 20-year capital needs at 27 developments, comprising 5,266 units across the five boroughs. Representing continued progress in facilitating comprehensive renovations or redevelopment strategies at each of the developments, the RFEI invites responses from developers, property managers, and general contractors on NYCHA’s Permanent Affordability Commitment Together (PACT) pre-qualified list while bringing the Authority closer to its goal of converting 62,000 units through the PACT program.
“Through PACT, we finally have a path to recapitalize our portfolio and to deliver long-overdue quality-of-life improvements to residents,” said NYCHA Chair Jamie Rubin. “With the release of this RFEI, NYCHA builds on the momentum of this successful program, and moves toward our goal of rehabilitating 62,000 apartments that would otherwise not have the means for large-scale capital repairs. This is the right move for our properties following decades of federal disinvestment, and for residents who will benefit from renovated homes.”

The developments included in this RFEI will be grouped into three clusters: the Bronx and Brooklyn cluster, the Manhattan cluster, and the Queens and Staten Island cluster. Included in the RFEI are: 1162-1176 Washington Avenue, Buildings 5 and 6 at Claremont Rehab (Group 4), Claremont Rehab (Group 5), College Avenue-East 165th Street, Atlantic Terminal Site 4B, Brown, Garvey (Group A), East New York City Line, Long Island Baptist, Unity Plaza (Sites 17, 24, 25A), and Unity Plaza (Sites 4-27) in the Bronx and Brooklyn cluster; 154 West 84th Street, De Hostos Apartments, Rehab Program (Douglass Rehabs), Rehab Program (Wise Rehab), Robbins Plaza, Thomas Apartments, WSUR (Brownstones), WSUR (Site A) 120 West 94th Street, WSUR (Site B) 74th West 92nd Street, and WSUR (Site C) 589 Amsterdam Avenue in the Manhattan cluster; Baisley Park, Conlon LIHFE Tower, International Tower, Shelton House, New Lane Area, and Stapleton in the Queens and Staten Island cluster.
In October, NYCHA announced a new rolling Request for Qualifications (RFQ) process, streamlining procurement by creating pre-qualified lists (PQL) of developers, property managers, and general contractors who are eligible to partner with NYCHA on PACT projects. Once on a PQL, pre-qualified partners are able to respond to solicitations for PACT projects, such as this RFEI, to provide residents with comprehensive renovations at 27 developments across the city. Interested entities can become pre-qualified by submitting all required forms, as outlined in the RFQ, ahead of their submission to the Citywide Clusters RFEI.
Interested, pre-qualified partners are encouraged to attend an upcoming virtual pre-submission conference, scheduled for 10 a.m. on Tuesday, January 13, 2026. To attend, interested entities should fill out and submit an Applicant Interest Form ahead of the conference. NYCHA has started engaging residents at these sites or will begin engagement early in the new year. Resident input will guide the process, including the selection of PACT partners. Following submission, Resident Review Committees for each cluster will work alongside NYCHA and technical service providers to evaluate finalist proposals, interview prospective teams and select PACT partners. After teams are selected, PACT partners will collaborate with resident leaders and create robust engagement roadmaps that will guide resident involvement in the development of construction, property management, and social service plans.
The PACT program transitions NYCHA developments from traditional Section 9 assistance to Project-Based Section 8, unlocking funding for resident-selected PACT partners to complete comprehensive repairs or build new, modern homes while enhancing property management. Overall, 146 NYCHA developments (representing over 39,000 apartments) are in pre-development, are under construction, or have completed construction through the program. This represents over $13 billion in capital repairs for the Authority. The Authority is working to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents.
