Resident Engagement for Hylan Houses Runoff Vote Begins
On January 22, NYCHA announced that a new Notice of Vote has been mailed to Hylan Houses residents, kicking off a new 30-day public engagement period after a full recount of votes confirmed a tie between residents’ top two selections of the Public Housing Preservation Trust and the Permanent Affordability Commitment Together (PACT) program. Beginning February 26, residents will be able to participate in a tie-breaking runoff vote, as outlined in the voting procedures, and select to join the Trust or the PACT program — both of which would convert the development to Project-Based Section 8 and bring comprehensive renovations. During the 30-day runoff voting period, residents will be able to cast their ballots online or by mail, or in person during the final 10 days of voting, concluding on March 27.
“The upcoming runoff vote is a truly unique opportunity for the residents of Hylan Houses,” said NYCHA Chief Executive Officer Lisa Bova-Hiatt. “This is another chance to engage with the voter engagement team and learn more about the options on the ballot. I encourage all eligible voters to be a part of this tie-breaking vote and have a direct hand in bringing about positive changes to their homes.”
Following the new Notice of Vote and over the course of the next 30 days, NYCHA’s voter engagement team will hold public information meetings, conduct door-knocking and phone-banking, and distribute informative materials to residents.
The Public Housing Preservation Trust, a fully public entity signed into law by New York Governor Kathy Hochul in 2022 following extensive advocacy from the Adams administration and NYCHA, is expected to unlock billions of dollars in federal funding for much-needed, comprehensive renovations at NYCHA developments to improve living conditions for residents.
The PACT program transitions developments from traditional Section 9 assistance to the more stable, federally funded Project-Based Section 8 program — unlocking funding for designated PACT partners to complete comprehensive repairs. Overall, 146 NYCHA developments (representing nearly 39,000 apartments) are in pre-development, are under construction, or have completed construction through the program. The Authority is on track to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents.
An initial Notice of Vote was mailed to Hylan residents on August 1, 2024, and was followed by a voting period that ran from November 13 to December 12. Residents’ commitment to transforming their homes was made clear during the initial tally, which resulted in a tie between the Trust and PACT, with 83 votes each, and was later confirmed through a full recount conducted by the independent voting administrator.
Hylan Houses is home to a total of 410 residents in 209 apartments and has a 20-year capital need of nearly $90 million.
Following the 30-day runoff vote at Hylan Houses, the independent vote administrator will perform an initial tally on March 28. Any additional mail-in ballots that are received and postmarked no later than the final day of voting, March 27, 2025, will be counted and Hylan residents’ definitive selection will be announced.
