Over $552 Million in Capital Repairs to Be Completed for Nearly 2,000 Rangel Houses Residents by Newly Selected PACT Partner Team

984 apartments will receive comprehensive repairs and renovations across eight buildings in Harlem

NYCHA and resident leaders selected Genesis Companies and Community League of the Heights as the partner team

On October 12, NYCHA announced that capital repair needs totaling over $552 million will be addressed for nearly 2,000 residents living at Rangel Houses through the Permanent Affordability Commitment Together (PACT) program, significantly improving living conditions at the Harlem development. Following months of engagement with residents, NYCHA and a Resident Review Committee extensively reviewed proposals and selected two Harlem-based partners to lead as co-developers — Genesis Companies, a Minority-owned Business Enterprise (MBE), and the Community League of the Heights (CLOTH), a non-profit — to provide comprehensive repairs to 984 apartments across eight buildings. Pinnacle City Living will serve as the property manager after the development transitions to Project-Based Section 8.

The PACT partners will spend the coming months working with NYCHA and Rangel Houses residents to further refine the rehabilitation and property management plans and ensure alignment with resident needs and priorities. Construction will begin in early 2025, with Genesis and CLOTH committed to providing training and job opportunities to NYCHA residents. A non-profit social services provider will join the team to provide community programming and services to Rangel residents.

The selected PACT partner team will collaborate with residents to plan for comprehensive physical repairs, enhanced property management and security, and robust social services. Apartment upgrades will include new bathrooms and kitchens, appliances, flooring, interior doors, windows, and kitchen cabinets, as well as fresh paint throughout each unit. All eight buildings will receive building envelope repairs, including façade work, interior insulation, and high-performance windows in common areas. Ventilation will be upgraded throughout the buildings to improve indoor air quality. Stormwater management and flood mitigation strategies will also be implemented across the campus.

Common area upgrades will include expanded and modernized lobbies, with improved entry access control, upgraded elevators, new laundry and mail rooms, and new security cameras. Outdoor spaces will be reactivated to include planting, seating areas, improved lighting, exercise equipment, and community gardens. The development hosts two community centers and a pharmacy, supermarket, and deli.

Genesis Companies is an affordable housing development firm based in Harlem with 20 years of experience developing and preserving high-quality affordable housing in Harlem and beyond. Genesis is currently leading as a co-developer on another PACT project in Harlem at Frederick Samuel Apartments.

CLOTH is a community-based, non-profit organization established in 1952 in Washington Heights. CLOTH brings deep expertise in affordable housing development and the provision of compassionate and holistic social services. CLOTH also serves as the social services provider at the Manhattan Bundle PACT project, which involves more than 1,700 apartments.

Pinnacle City Living has extensive experience as a Section 8 property manager across New York City. Pinnacle currently manages over 11,000 apartments and brings expertise in providing residents support during a rehabilitation process and coordinating with on-site social services providers.

The PACT program transitions developments from traditional public housing assistance to the more stable, federally funded Project-Based Section 8 program — unlocking funding for designated PACT partners to complete comprehensive repairs. Overall, 138 NYCHA developments (representing over 37,000 apartments) are in pre-development, are under construction, or have completed construction through the program. The Authority is on track to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents. The New York City Housing Development Corporation (HDC), New York City’s municipal Housing Finance Agency, is the key financing partner for PACT. In addition to providing or arranging the financing, HDC provides ongoing asset management and compliance support for PACT transactions.
