Proposed Changes to NYCHA Parking Rules & Rates
NYCHA is proposing to make three important changes to the rules and rates for residents to obtain or renew permits to park at their developments. First, beginning with the May 1, 2024 – April 30, 2025 cycle, and for every year after, renewals of resident parking permits and applications for new parking permits will be denied if the household owes rent arrears, or is not current on their payment plan. Second, beginning with the May 1, 2024-April 30, 2025 cycle, the cost of parking permits will increase as set forth below. This decision was made based upon a review of the 2023 market rates for parking. Finally, beginning with the May 1, 2025-April 30, 2026 cycle, resident parking permits will only be issued and will only be renewed for authorized members of NYCHA households.
Members of the public can comment on the proposed changes. NYCHA will then review and consider all feedback before finalizing the parking rules and rates.

EXPLANATION OF PROPOSED RULES:
For the May 1, 2024-April 30, 2025 cycle, and all cycles thereafter:
- Upon receipt of a parking permit application or renewal, NYCHA will check the rent status of the household. The renewal or permit will only be granted if the household is current on its rent and current on its payment plan that encompasses all arrears owed. NYCHA will review whether there are arrears every year upon renewal or new application:
- Starting April 1 for applications to renew an existing parking permit for the cycle beginning on May 1.
- Starting June 1 for applications to obtain a new parking permit for the cycle beginning on May 1.
- Residents with a valid New York City and/or State disability placard will be exempt from this requirement.
- To prevent denial due to rent arrears, the household may:
- Pay the arrears in full or
- Enter into a payment plan for the full balance of arrears owed.
- If the household already has a payment plan in place for the full balance of rent arrears owed, the resident will not be prevented from obtaining or renewing a parking permit on the basis of rent arrears if the resident is current on their payment plan.
- If the household already has a payment plan for a portion of the rent arrears owed, the household may renegotiate that payment plan to include the remaining balance.
- If an application is denied due to outstanding rent arrears, once the household pays the arrears in full or enters into a payment plan for the full balance of arrears owed, the resident will be able to submit a new application, as long as the application window is still open. This will be treated as a new application and will not retain the applicant’s previous parking spot or place on the waitlist. Parking permits will continue to be issued based on availability.
In connection with parking permit applications and renewals, NYCHA will check the rent status of the household every year going forward to determine whether the household is up to date with rent.
As of the application and renewal period for the May 1, 2025 – April 30, 2026 cycle, the registered owner of the vehicle must be on the household composition as an authorized household member to obtain or renew a permit. A previous permit holder who is not an authorized household member will not be allowed to renew their permit.
EXPLANATION OF PROPOSED RATES:
NYCHA plans to modify the parking permit rates as of May 1, 2024 based on a review of 2023 market rates for parking. The table below shows the current rates and the proposed new rates.
Proposed Resident Rates as of May 1, 2024:
Residents Discounted for Senior/Handicap/Non-Flat Rent Resident Non-Discounted
If you pay $60.00, you will pay $85.00. If you pay $75.00, you will pay $100.00.
If you pay $272.00, you will pay $297.00. If you pay $340.00, you will pay $365.00.
If you pay $430.00, you will pay $455.00. If you pay $538.00, you will pay $563.00.
Proposed Non-Resident Rates as of May 1, 2024 – April 20, 2025:
Non-Resident Rates will be raised by $100 for all non-resident permits issued.
PROPOSED RULE LANGUAGE AND RATE CHANGE:
As of the application and renewal period for the May 1, 2024 – April 30, 2025 cycle:
- An application to obtain or renew a resident parking permit will be denied if the applicant’s household owes rent arrears. Residents with a valid New York City and/or State Parking Permit for Persons with Disabilities will not be denied on this basis.
- EXCEPTION: If the tenant of record has a payment plan in place covering the full amount of rent arrears, or renegotiates a payment plan for a portion of the rent arrears owed to cover the full amount, the arrears will not be considered a basis to deny renewal or a new application for a parking permit if the tenant is current on this payment plan.
- If an application is rejected due to rent arrears, the applicant may submit a new application for consideration, as long as the application window is still open, once the household pays the arrears in full, enters into a payment plan covering the full amount of arrears, or renegotiates an active payment plan for a partial balance to cover the remaining balance, and remains current on that payment plan.
As of the application and renewal period for the May 1, 2025 – April 30, 2026 cycle:
- The owner listed on the vehicle registration submitted as part of a resident’s parking permit application must be an authorized member of the household.
