Strengthening NYCHA with Organizational Enhancements

Dear Residents,

As part of NYCHA’s efforts to strengthen our organization and better serve you, several organizational improvements are underway across the Authority. This work, which is in line with our Transformation Plan, is driven by our mission to improve residents’ quality of life. Please read on to learn more about some of the changes.

Property Management Operations

We appointed new leadership reporting to the Chief Operating Officer (COO) in key positions within our Operations team, including Daniel Greene as Executive Vice President of Property Management Operations. Property Management Operations includes departments such as:

  • Bronx, Brooklyn, Manhattan, and Queens/Staten Island Property Management;
  • The HUD Inspections Department, a new department created out of the belief that preparing our properties for the periodic inspections by the U.S. Department of Housing and Urban Development (HUD) must be part of our daily operational work; and
  • Healthy Homes, whose teams address lead, asbestos, mold, and other critical matters. For instance, the recently established Water Quality Department monitors and enforces water quality standards across our developments.

We also created a Quality Assurance, Safety, and Technical Programs department, led by Lauren Gray, Senior Vice President, to better connect the work of high-priority areas that include public and fire safety, planning and project management, special repair projects (including painting), and the remediation of lead in apartments with children under the age of 6.

Overall, these operational updates will enhance the delivery of services to residents, promote communication across our teams, and strengthen accountability. Resident Services, Partnerships, and Initiatives

We changed the name of the Community Engagement and Partnerships department to Resident Services, Partnerships, and Initiatives (RSPI). This new name better conveys the work of each team within the department (see below).

  • RSPI’s Resident Services section includes:
    • Resident Partnerships and Civic Engagement (RPCE), formerly known as Resident Engagement, which partners with resident associations and ensures that RA elections are conducted properly so residents are involved and represented. You can reach RPCE by emailing resident.engagement@nycha.nyc.gov.
    • Resident Outreach for Conversion and Modernization Services(ROCMS), formerly known as Community Development, which engages with and provides information to residents of sites benefitting from housing preservation programs such as Comprehensive Modernization, PACT, and, in the future, the Public Housing Preservation Trust.
  • Community Partnerships is a new department that combines Family Partnerships and Public/Private Partnerships to facilitate our partnerships and the impact they make for residents. Family Partnerships, which can be reached at nychafamilypartnerships@nycha.nyc.gov, manages the social services and community center programming provided by City agencies and community partners. Public/Private Partnerships pursues philanthropic funding that can benefit residents.
  • Resident Initiatives combines Health Initiatives and Resident Economic Empowerment & Sustainability (REES) to support programs that promote residents’ well-being as well as economic opportunity. Office of Diversity, Equity, and Inclusion

We changed the name of the Department of Equal Opportunity to the Office of Diversity, Equity, and Inclusion (ODEI) and expanded its mission to foster a more inclusive and equitable environment. In addition to investigating allegations of discrimination and sexual harassment, ODEI conducts training and outreach to NYCHA staff and residents on Equal Employment Opportunity and Fair Housing rights and requirements, implementing hiring best practices, and promoting awareness of the many cultures and nationalities in the NYCHA community.
