Community Visioning Report Released for Red Hook West Houses 

On May 14, NYCHA’s Real Estate Development Department (REDD) and partners presented the “Rethink Red Hook West Community Visioning Report,” culminating a yearlong community planning process that centered Red Hook West resident voices in developing a shared vision for the future of the Brooklyn development through the Permanent Affordability Commitment Together (PACT) program. 

Developed in partnership with the Red Hook West Resident Association and consultants BFJ Planning and Marvel Architects, “Rethink Red Hook West” will guide future investments under the PACT program, while meeting everyday needs of the community and ensuring safe, affordable housing for generations to come. 

Since May 2025, residents have been engaging in a robust planning process through meetings, design workshops, surveys, and open conversations to share their ideas, priorities, and concerns for Red Hook West Houses. The effort informed residents about potential improvements under PACT and also created opportunities for residents to share their own goals for their buildings, campus, and community. 

The community planning process included six in-person meetings with residents, two virtual meetings, four on-campus tabling sessions, two informational brochures mailed to every apartment, two resident focus groups, a site tour of a nearby converted PACT development, and a Red Hook West Resident Priorities Survey distributed to every apartment. More than 200 residents took part in the events, and their perspectives were supported by over 80 anonymous survey responses along with more than 600 comments on current conditions and desired improvements. At the May 14 gathering, residents had the first opportunity to view copies of the final visioning report. 

While this report marks the conclusion of the initial visioning process, it also marks the beginning of the next phase for Red Hook West – and there will be many additional opportunities for residents to get involved. Later this year, NYCHA will issue a Request for Expressions of Interest (RFEI) to solicit proposals from qualified PACT partner teams. Proposals will seek to achieve the goals outlined in “Rethink Red Hook West” and respond to the issues and priorities residents have raised throughout the community planning process. Residents can expect to work closely alongside the selected PACT partner, their resident association, and NYCHA staff throughout an in-depth design phase, expected to begin in 2027, helping to ensure that design decisions remain aligned with the community’s vision.
